As early as May this year, the Ministry of industry and Commerce has issued to the local governments the target tasks of eliminating backward production capacity in 18 industries in 2010, and eliminated the backward production capacity of 3 billion 130 million meters in the printing and dyeing industry.

The NDRC has also asked the parties concerned to take effective measures to ensure that the backward production capacity of enterprises listed on the list of backward production capacity is closed by the end of September 2010.

If enterprises fail to eliminate backward production capacity within a specified time limit, the state will take revocation of the discharge permit, and the banking financial institutions shall not provide any form of additional credit support. The investment management department will not approve and approve the new investment projects. The land and resources management department will not approve the new land use. The state should give more support to those enterprises with heavier and better finished enterprises with backward production capacity, which should be tilted in arranging technological pformation funds, energy saving and emission reduction funds, approval of investment projects, land development and utilization, financing and so on, so as to reflect rewards and punishments.
