The relocation and pformation of hazardous chemical production enterprises in densely populated areas of cities and towns is an important means to adapt to the rapid development of urbanization in China and reduce the safety and environmental risks in urban densely populated areas.

In April 15th, the Ministry of industry and Commerce proposed that the relocation and pformation of hazardous chemicals production enterprises should be carried out in 2019.

Since the start of relocation and renovation in 2018, all localities have introduced the relocation plan of hazardous chemical enterprises based on their own conditions, and made clear the timetable.

However, the analysis indicates that the pressure of capital and the limited capacity of the park are still a practical problem that puzzles the relocation and pformation of dangerous enterprises.


Relocation countdown

Recently, the Ministry of industry and Commerce convened the first meeting of the special working group to promote the relocation and pformation of hazardous chemical production enterprises in densely populated areas of cities and towns in 2019.

Wang Jiangping, Vice Minister of the Ministry of industry and commerce, said at the meeting that in 2019, we should push forward the relocation and pformation of hazardous chemicals production enterprises and focus on the six aspects of strengthening the coordination of key areas and important and difficult projects, strengthening the management of safety and environmental protection in the relocation and pformation work.

In 2017, the guidance issued by the general office of the State Council on promoting relocation and pformation of hazardous chemical production enterprises in densely populated areas of cities and towns explicitly requested: "by 2025, the hazardous chemical production enterprises in urban densely populated areas which do not meet the requirements of safety and health protection requirements should be upgraded locally, move into standardized chemical industrial parks or close down.

Among them, large and medium sized enterprises and major enterprises with major risks are starting to relocate before the end of 2018. They will be completed before the end of 2020. Other large enterprises and super large enterprises will be relocated before the end of 2020, and will be completed by the end of 2025.

Nearly two years after the release of the policy, various localities have introduced the implementation plan of relocation and pformation based on their own conditions.

Take Jiangsu Province as an example, in January last year, Jiangsu Province issued the implementation plan of Jiangsu province to promote the relocation and pformation of hazardous chemical production enterprises in densely populated areas of cities and towns. Before the end of December 2018, small and medium-sized enterprises and large enterprises with major risks were all launched.

By the end of 2018, there were initially identified 1176 enterprises in need of relocation and pformation, of which 479 were located in different places, 360 were on the spot, and 337 were closed.

It involves 28 provinces, including Beijing, Shanghai, Hainan and Ningxia, including Xinjiang Corps.

"Chemical Fortress Besieged"

In fact, the chemical industry has high output value and high tax revenue, which is an important source of GDP and fiscal revenue.

In the first half of 2018, China's chemical industry realized a total profit of 279 billion 900 million yuan, a total profit of 216 billion 200 million yuan in the same period last year, an increase of 29.4% over the same period last year.

But in recent years, chemical safety accidents happen frequently.

The national chemical accident analysis report released in February this year showed that 176 chemical accidents and 223 deaths occurred in China last year.

In addition to safety concerns, air pollution is also a major danger.

Ma Jun, director of the Beijing public and Environment Research Center, told the Beijing Commercial Daily reporter that some SMEs are constrained by funds, technology and other conditions, and their willingness to invest in environmental protection is relatively weak. As a result, a large number of pollutants such as waste water and exhaust gas have been discharged. "Chemical Fortress Besieged" has greatly threatened the urban environment.

At the Symposium on chemical fortress besieged by the Yangtze River Industrial Economic Research Institute, Sun Huaping, a professor at Jiangsu University, said that "chemical Fortress Besieged" is a product of the process of industrialization. In the era of ecological civilization, we should actively promote its pformation and upgrading.

The key is the establishment of the ecological compensation system. In the past, how to relocate or shut down the chemical industry that has made great contributions to the development of the chemical industry needs to consider its economic and social benefits, employment benefits and ecological benefits. It balances the problems of traditional heavy chemical industries and the development of new industries.

The problem of restriction is still outstanding.

It is imperative to carry out relocation and pformation of hazardous chemical production enterprises in densely populated areas of cities and towns, but some prominent problems in relocation and pformation work should also be taken seriously.

Take Shandong Province, one of the provinces of chemical industry as an example, according to preliminary statistics, the total cost of Shandong relocation is about 121 billion 900 million yuan, involving 344 thousand people, and the land demand is 49 thousand mu, and the relocation pressure is very great.

Qian Huantao, deputy director of the Shandong Provincial Commission for letters and commissions and the provincial chemical special action office, said earlier that since the state has not yet issued policies on supporting funds, land, finance and staff resettlement, Shandong lacks reference standards, leading to more difficulties in relocation and slow down.

In the view of Liu Dehui, deputy general manager of China Chemical Engineering Limited by Share Ltd, at present, chemical enterprises "return to the city and enter the park" still have widespread practical problems of large gap in construction funds, especially large chemical enterprises.

In addition, China's chemical industry park has some problems such as low level of standardization, lack of professional support, and so on.

Liu Dehui said that the chemical industry park is not simply a production plant stacking, but should be an organic whole of cooperation and cooperation.

In response to the above problems, the Ministry of industry and commerce also made a statement. It proposed that the relocation of hazardous chemicals enterprises should be included in the scope of support for special funds for national technological pformation, and that the size of funds and the number of cooperative banks in guiding projects should be increased in a timely manner.

And guide social capital to participate in the relocation and pformation of hazardous chemicals enterprises and explore the establishment of a market-oriented relocation and pformation industry fund.

We should promote industrial pformation and upgrading, guide enterprises to apply advanced technology, and turn to developing new materials and high-end chemicals projects.
